Hi guys,
I downloaded some hand written sheet music a while back and the quality is pretty bad and I was wondering if anyone can help me make it better or know of any techniques I could use in either Seashore or GIMP to improve it?

Sorry, the quality of the image can only be as good as the source image. Which in this case is pretty bad.

how do you want to use it as you may be able to get away with some enlarging to a larger than needed, unsharp filter and then reduce down to size with a subtle blur if needed if it isn't anything close up.
Dust might work with a despeckle (note it might be called different in gimp)

I did something like this with an image of the Declaration of Independence using PhotoShop. I selected the black and put it on it.s own layer, then added my own background.
