Streaming iTunes from Time Capsule

I'm running out of space on my MacBook, and so I'd like to be able to stream my library from my TC. However, if I do that, I'd like all computers (PCs and Macs) to be able to access the library and stream from it. So, a few questions:

1) Is this actually possible?
2) Do I move the database file or the actual music files up? What's the best procedure?
3) Can I update the library from one computer, and then have the change "pushed" to the others?
4) Can I sync my iPod with the library if it's not locally stored?
