Funny I spoke to them on Tuesday and found a Tier 3 tech guy very willing to speak to me. He said it was a test and it wasn't going well. Looks like he was right.

Just went through the story 3x and from my thinking on TW cable HSI* issue .
that the story never said TW was "Capping" the HSI lines to there Customers... Metering is different than Capping the line like Comcast does with there HSI lines @ 250 GB per month...


Metering = Use as much HSI per month but once you over the '40 GB' amount then the $1.00 charge per GB will be tacked-on etc..


Capping = Use as much HSI per month but once you over the '250 GB' amount then your screwed 'til next billing cycle starts for the full speed etc... After that "250GB" they'll throttle down your HSI 'til the start of the next billing cycle...
