Anytime something sounds too good to be true it's probably a scam or stolen.

I wouldn't say it's too good to be true, but don't take my word for it. There are many reasons that people will be selling gadgets on such a mark-down because they either received it for a gift, or otherwise need to get it off their hands ASAP.

he does have more than one feedback left, all of them have been other 32gb ipod touches, so i think you should be safe. Paypal does guarantee some money, not sure how much though. I think it is 300 on the button.

I don't know about that one because he has no feedback and I don't think he's an authorized apple reseller since he said that he can get the iPods cheap through the Apple reseller program. I don't think you should go for it.
