I was going to just use iMovie, but I couldn't find a way to set the resolution If I'm missing something, please tell me. They will ultimately be encoded as FLV files.
Any suggestion as to what software I should use to make the files? A couple of them are actual videos, and some will just be a static image with audio playing.

edit your video at a standard resolution (ie 720x480 for DV) and then just set your output for whatever size you need.

I think I have it figured out; I'll just make a 16:9 video with iMovie and then export it as a hi-res AVI, and then make the final 440x248 FLV with VideoMonkey (formerly Visual Hub). Sound like a plan?

You should export to highest resolution format that converter can handle to minimize quality loss.
That said, you do realize you need to use Adobe Flash or similar tools to wrap resulting FLV file into a SWF Flash container (along with playback UI if you desire)?
