This may be a dumb question but?
If I get a dual processor octacore processor with 6gb for each processor for a total of 12 gb and the software program is only using a single core, can it utilize all 12gb or is it limited to the one processor with 6gb?

Yes.

No.

the memory it uses doesn't have anything to do with how many cores it uses. you could have a program using all 8 cores and only 1MB of ram.
