Can the usb ports on the 24" LED ACD power devices with the computer off?

I'm wondering as that would be really nice to be able to charge my usb 2.0 devices without having to leave my computer on. I do plan on getting a Cinema display, but I may look for a usb hub that can do this if the 24" led ACD can't.
