I know the MDD and on PowerMacs support 48bit 137GB+ hard drives. 2.5 inch drives right now top of at 100GB but will soon be hitting this mark. Is this only an OS issue or is it hardware related as well?

This is an hardware issue, not a software issue, it depends on the ATA controller.
If I'm not mistaken, ATA-6 supports 48bit adressing, but ATA-5 don't.
I think (not sure at all..) that the TiBooks were the last ATA-5 machines.

so then all the G4 ibooks and aluminum powerbooks do support these future giant drives when they arrive?

yes they will .. and probably some older models too .. look at the 2002 QS .. officially it doesn't support 137+GB .. but in real life they are just fine ..
