My experience with .avi [DIVX] compressed files has been hit/miss so far when converting to DVD. Are you certain that toast fails to write the video? In general, Toast has been able to import the video but more often than not fails to burn the DVD. You might try iDVD but I haven't figured out how to add chapters (usually iMovie crashes, which is where chapters are supposed to be added).

Try Handbrake and convert it to a mpg-type format that Toast/Popcorn/etc can use to burn a proper DVD, unless your player is one of the rare ones that can read wmv/avi/divx

try searching for "dvd compression", there's quite a few threads related to this.
