I am not sure what price range I'm looking in, but it's DEFINITELY under $400, and probably under 300. I am looking to buy a low-end Powerbook G4 or iBook G4 as a backup computer. However, I am aware that some of the iBook G3s and PowerBook G3s are almost as powerful as the original G4 models, so I would consider those too.
I want a small computer - I'm not looking for a 15" PowerBook. I have a 12" PowerBook that I love, and a PowerBook or iBook of the same size would be preferable. However, I know that I'm looking for something that is hard to find, so I might consider a 14" model of something - but no bigger than that, please.

I'm really concerned about this low of a processor speed. is it upgradeable? Can we talk about it on AIM?

Right now actually is not a good time for AIM (bunch of people at my house, sorry :( )... in terms of upgradability there are processor upgrades out there... up to G3 900MHz (but those can be somewhat expensive).
If you are really concerned about speed, a 512MB RAM chip will increase performance by a ton and the laptop will run really great then and the lack of high processor speed isn't too much of a concern.

Don't mean to interrupt your thread here, but my clamshell (300Mhz G3) runs Tiger great, and I imagine this Lombard will run it even better. Even dashboard/exposé work great.

I believe you - I just get nervous about such a low processor speed when I like to do a bunch of things at once, even small things. I was really looking for something that was 500+, closer to 600.

don't worry about the 333mhz G3 processor speed, it runs OSX GREAT. I have a Lombard myself (that may be up for sale soon) and I love it. It has 384MB of RAM and a 333mhz processor and I have no complaints with it. Great for web surfing, internet, etc. Basic functions work wonderfully.
