I'll offer you the same thing I'm offering macmanmatty
I have one BUT there is a bunch of duct take on the cord where it connects to the powerbook. I think that I did then when I saw it started bending too easily. I don't think that the cord is actually broken. It has been a long time since I did that. I've tested it and it does work fine, but I don't want to peel that tape away. There is a lot of it. I could take a couple photos but whatever you are imaging is probably accurate.
I'd understand if you weren't interested. If you are interested let me know. Given the tape I wouldn't want much for it.

Take it to the Apple Store... (make an appointment with the Genius Bar first) Tell them it's out of warranty, but the power adapter started smoking and etc..., show them. Tell them you think it's a bit of a fire/safety hazard. Let them look at it and hold it.
Any GOOD genius will not let you leave the store with it. Sure, they might say, the new ones are over there for blah blah $$$, but just say, I'll take mine back and see if I can fix it first.
Out of warranty or not, they should not let you leave the store with a potentially unsafe power adapter. I'd say you have a pretty good chance of it getting replaced free.

Apple has somewhat of an unofficial policy that any safety problems with their products are taken care of right away. I had an old iBook adapter that smoked and even caught fire. My old iBook was out of warranty but they were more than happy to get me a replacement adapter.
