i was wondering how to rip a rental DVD...?
i rented a DVD film from the video store.....
is there any app that will rip it, in a decent but small size
to watch on your mac ?

MacTheRipper will make an exact copy of a DVD to your HD (usually ~7.75GB)
Handbrake will rip & encode a DVD (end file size can be anything you want it to be, movies are usually ~1.5GB with decent quality)
You can get both by google-ing their websites.
CAVEAT: I do not condone illegal activity such as ripping DVDs you do not own, rip at your OWN risk. I use these 2 programs to rip DVDs I own.

I don't think we can legally talk about ripping a rented DVD here. You can make legal copies of DVDs you own. Some people use the program Mactheripper to make a copy of the DVD on their computer, then you can use many programs such as handbrake to create a much smaller single file of the movie.

Not trying to stir the pot here, but how about this scenario.
I own an iPod (video capable). I want to watch a rental DVD on it. Under Fair Use (not counting the DCMA at this point), would it be OK to rip it for the iPod, then deleting it prior to returning the DVD?
