Here is is almost expected to have a 3/4 length like that. It's a little wierd going elsewhere though, I get so used to it, then I go to a place like Ashland Ohio where the norm is flannel, and it takes me a sec to figgure out why everybody keeps glancing at me.

The video was a silly little TV show called "Video Feedback" which featured seven cast/crew and was structured like Monty Python in that the cast wrote and directed scetches - and they were very silly. Here's a (reduced) frame from ExplodaRat, a part of the cold-start opening that warns that the show "has been shown to cause spontanious combustion in laboratory animals":

I'm assuming war time propaganda/info for soldiers and young men. It starts off as a hand book, but some of the later images are from other media probably.
