I got a torrent which is currently downloading at 31 kb/s. Unacceptable.
I'm getting a "Safari Can't Find The Server" message from the link Apple sent me.

Just FYI - uploading the SDK to any server for distribution is a violation of the SDK Agreement (and, a pretty sure bet to also violate the ADC membership terms).
