Can anyone confirm or deny my suspicions here? I suspect that in OS X AppleTalk is being trasported "Over" TCP/IP"
Here is my reasoning: I recently re-networked my office this time using a router. The 2 Macs running OS X could not find each other using AppleTalk until I corrected the TCP/IP Settings. For a brief period of time, I had one on a different "area code" of TCP/IP.
I used the finder's "Go" menu and the "Connect to Server" selection. Then Clicked on Appletalk. They didn't see each other.
Just curious.

yes, i think this is correct although the terminology is somewhat not. I believe the AppleTalk protocols are tunneled within a TCP/IP wrap.
"area code" as in subnet?

yes!
IP changed from 192.168.100.x -> 192.168.0.x (DHCP)
and subnet changed from 255.255.0.0 -> 255.255.255.0
Did not affect communication to non OS X computers, just the communication between the two OS X computers.

it should have worked the first time with those settings...odd.
unless you have appletalk protocols on your PC's to communicate with the Macs I would recommend using the default UNIX sharing instead of AppleTalk for OS X machines talking to each other. AT is frivolous unless you are talking to OS's </= OS9
