Full retail (in an actual box) or OEM (cd only in shrinkwrap)?
The OEM's are more limited licenses and cost much less...

Do those DVD's say "Not for resale," just like mine did? IF so, then it is illegal to sell them.
From: https://partner.microsoft.com/40029356
"It is illegal to resell software in violation of the original terms of sale, to resell software marked not for resale (NFR), or to resell OEM software that is never authorized for resale by a third party."

I bet that those DVD's say "Not for resale," just like mine did. This means that it is illegal to sell them.

You can resell OEM software as long as it has not been installed. Once installed on the machine, then it's only for that machine...

It's not OEM software. It's "Not for resale" software.
He got this as a giveaway from MS, just like thousands of other people. Their giveaway software is usually "Not for resale" or NFR because they are giving it away and don't want people reselling it.
