ROMs are legal, I believe, provided you have the real copy of the game you have a ROM of.

I know it also used to be legal to download a ROM as a "trial" for 24 (or 48?) hours before it became illegal to be in its possession or you must own the game.

I don't think there are many, if any, ROMS available for the iPhone/iPod touch - even if they were available you'd have to jailbreak your device to get them to work.

However, there are ROMs available for your Mac that can be found with some simple Google searches.

would u guys know how to custom your background i dont wanna install summerboard. Last time i installed that application it crashed my iphone and i had to unlock it again
