how can I turn off keychain without deleting it?

You could just go into the extensions manager control panel and disable all the keychain related extensions, control panels, and control strip modual.

or

I think you can just click lock keychain from the control strip and when you want to unlock it again it requires a password.

If you mean the one in ~/Library/Keychains, no, it's safe to delete.

because a) I dont want the comp keeping my passwords stored like that and b) won't getting rid of it also get rid of those annoying keychain dialogs in mail and that automatically-checked check box (to remember the pass for an encrypted image) in disk copy?
