OK, so Steve has shown us the iPad. But you can’t buy one yet. Why? One would be led to believe it’s because Apple doesn’t have FCC approval yet. Why not?

Because he didn't want any leaks, and there would have been leaks if they submitted it to the FCC prior to the announcement.

They did this with the Touch as well. They aren't the only company that does this either.

iPhone does that - in fact any modern mobile phone gives you the internet in your hand.
