I'm not sure if you can. I believe it just shows relevant applications. Why is this something that bothers you?
 
Alternatively, you could set the file type to open in a specific program each time so you don't have to access the "open with" prompt.
 
I think the OP is referring to the submenu, and this is something that I'd like to know too. Trash has a tendency to build up there, including uninstalled applications. What's more, Parallels loves to add every freaking Windows application to the list too, so now I have to scroll past Notepad every time I want to open a text file with something other than TextEdit.
