Flickering Bar

I went to the :apple: store a while ago because of imovie '09 problems. the guy there removed my prefrences. all of them. i think i put them back right, but every account except mine has a weird problem where the top right of the bar on the top (except for spotlight) will flicker, rendering the account unusable. Help please?😡
 
Have you tried repairing permissions via Disk Utility?

Does it also happen with an account you newly created or just create for testing purposes?
