Icons can't be moved past middle to right

I have this weird problem; I can't move any icons past the middle of the screen as shown:

I don't know what's wrong. I'm really confused. I checked my finder settings already.

Okay; found a solution. Just kill Finder.

Oops, you beat me to it, just relaunch Finder.

I get that issue sometimes when I've been using a projector and I unplug it.
