Take a look at the attached photo. It has a screen shot in the background that's active (the guy is moving the mouse) but it is at an angle and he zooms in sometimes a pans.
He is in a screen and both are slanted.

That looks like screenflow to me.

Well, it's a live web page not a static page.

Many various ways of doing this. BoinxTV for the task of webcasting is excellent but can cost a fair whack.
I've done similar with Motion 3 within a 3D environment to nice effect as well.

So, you're saying this was being done live?
Then, I'd go with the above poster in that it's probably BoinxTV.
