Expereince on testing on device is totaly different. Don't forget on mac you are working on a faster processor , so many delay won't be caught. Also you can check for memory leak only by connecting the device.

It is possible to submit an app without owning a device.
However, be prepared for a possible rejection, as there are problems and bugs that may appear only when running an app on a device (and, more recently, a device running the 3.0 beta as well).
