I don't know about .swf, but there should be a bunch of free apps that'll convert from just about anything to .flv which for your purposes is more or less the same thing.

VisualHub (now Video Monkey) comes to mind, but pretty much any video converter out there should do this.

I take it you are looking to embed video on a website?

Are you looking to turn the video into a flash animation (not sure if this can be done easily, it is the equivalent of turning a movie into an animated gif).

What you probably want to do is put it into a flv. Two ways of doing this:
Use Youtube and embed the video in the html.

Alternatively, use a video conversion app (as above), then drag the flv into Flash (as in the creator application) to create a player, then export it as a swf.

Adobe Media Encoder comes with some versions of the Adobe Creative Suite. This is Adobe's compression program and many professionals use it to convert video into the .FLV format. They can then be embedded and played via the flash player.

Flix is higher end compression tool that is used as well.
