13" Mac Book - unable to shrink or expand some windows

When using an application there is the 'striped triangle' used to shrink or expand the application window.

When using GIMP the 'triangle' has fallen below the screen and I am unable to shrink the window to see the entire menu.

How do I get to this 'triangle'??
