Engadget are reporting that there are high chances that the 3GS will be able to be unlocked as of Friday. http://www.engadget.com/2009/06/16/iphone-3g-running-os-3-0-unlocked-ultrasn0w-release-coming-frid/

My question is can you restore the phone to the original state in came in and if you use things like 3G on a PAYG sim with another provider (Vodafone/Orange) how do they charge for things like 3G usage?

You didn't read correctly Engadget:

the new hacking software should be out Friday in time for the iPhone 3G S (no guarantee it'll work on the new device).

They say what the dev team says: nobody knows if the 3GS will be jailbrokable/unlockable.

havent been on either network for years, best bet would be to check out the tarriffs, i know orange give free internet as part of some of their animal plans.

do you have to jailbreak to use yellowsn0w/ultrasn0w? or can it be activated by other means?

Check out their websites maybe? There'll probably be some plans where you get it included and others where you have to pay for a bolt on. They're normally about £7-8

Yup just looked on Orange and its about the same. By the time you buy a iPhone then pay for 3G on another provider you may as well stick with O2 looking at the maths of it all. £540 is still a blooming rip off though
