Can I run windows files and applications without starting up parallels.

Like if I had a .EXE file then instead of starting it up and running the desktop and all that stuff would I be able to just run the program that I needed.
 
For that you might want to look at Crossover. I think they still do a free demo and it does pretty much exactly what you described 😉
