I think the delay in MMS is related to a billing/price change. Someone posted that other carriers overseas charge more for and MMS than an SMS. It would be easier for AT&T to make that change before rolling it out to all the iPhone users rather than change terms mid contract (yet they wouldn't hesitate to do that either).

Collusion could be hard to prove. The article really doesn't give any evidence that its happening, only that someone thinks it is.
