How to set iPhone 3gs text alert to vibrate only

Does anyone know how to set the text alert to vibrate only, while keeping the ringer on so that phone calls will still have an audible ring? It looks like this wasn't possible on earlier iPhones but is it fixed now?
 
It was available in the 3G, and still is.

Settings>Sounds>Vibrate set to on and New Text Message set to none.
 
That didn't seem to work. When a text came in, the alert appeared on the screen, with no vibrate.
