Looking at it, I'm pretty sure it's a scam. The HTML code at the top is in the email just like it appears here, and no where in the email is my paypal username.

Never log into your PayPal account by clicking a link from a questionable email
If you log in to PayPal, do so by going directly to their site yourself

Check you paypal history by going to the website directly and not from any links. If it is not in your history it is an attempt at phishing your account information, if so report the email by forwarding it to (spam@paypal.com)

Right, I did log into my Paypal separately and I found nothing in my payment history. So I guess it was a scam. I was pretty sure that it was, just wanted to be completely sure. Thanks guys.:o

I'm doing that now.
EDIT: A Google search (http://www.google.com/search?client=safari&rls=en&q=Wayne%20E%20Bakewell%2016%20elm%20st%20Brownsville%2C%20PA%2015417%20United%20States&ie=UTF-8&oe=UTF-8) on this guy's info brings up a lot about scamming haha.

Also all official emails from paypal will contain the name you regiester with.

It would say
Dear John Doe.........

I find that is general a quick way to go through the scams as well.

Forward the email to:
spoof@paypal.com

That's all you do. They'll email you back if it's legit or not. I'm guessing not.

I received the email back from Paypal:
Thanks for forwarding that suspicious-looking email. You're right - it
was a phishing attempt, and we're working on stopping the fraud. By
reporting the problem, you've made a difference!
