Say for an online business as part of a promotion I want to offer customers 1 free song with every purchase of a certain service. The idea is that they purchase the service, and I then purchase a song of their choice from the iTunes store and email it to them. Is this legal?
If not, is there any way to legally offer such a promotion, where I could purchase some sort of promotion code from iTunes that I then give to the customer and they can get their song?
Or is there another way I could offer such a promotion legally?

No, not legal (or at least it's against Apple's terms and conditions)

You could 'gift' it to them thru itunes but that would be a pain if you get a lot of people doing it.

If your volume is large enough, perhaps contact Apple.
I recall getting a voucher a few summers ago from Rogers Telecom for 2 free tracks, gives code - probably easiest, they might even have it so you can simply generate these codes on demand than then email it to the customers.

Through American Express I'm able redeem points for a song balance as opposed to a dollar amount so codes for songs do exist, but how to get in touch with Apple on getting this done, no idea.
