How to convert 30P to 24P frame for frame (80% speed)?

Trying to find a way to convert 30P footage to 24P so it plays every frame of the original, just slower (basically retimed to 80%). It would be used only in a 24P timeline.

Is this possible inside Compressor or is this the type of conversion that would require After Effects, possibly with a plug-in? If its possible in Compressor, what settings would I use?
