UN launches appeal for Rafah aid

The UN's agency for Palestinian refugees has launched a multi-million dollar appeal for the people of Rafah.

Hundreds of families were made homeless by the Israeli army's recent offensive, during which dozens of houses were demolished in the southern Gaza Strip.

UNRWA chief Peter Hansen said almost $16m is needed to repair the damage.

A parliamentary debate on Israeli Prime Minister Ariel Sharon's Gaza pull-out plan which was due to take place on Monday has been postponed.

The Knesset debate will now take place on Tuesday next week.

On Monday, Mr Sharon presented a revised version of the floundering plan to his Likud Party, a day after he failed to win the backing of his divided cabinet for the Israeli withdrawal from the Gaza Strip.

Dozens of Palestinians, whom Israel says were mainly armed militants, were killed in the Israeli incursion into Rafah.

Israel says the offensive was aimed at destroying tunnels used to smuggle arms into the territory.

Throughout Operation Rainbow, Rafah's houses were smashed, streets churned up by tanks and even the local zoo destroyed.

UNRWA says it was the most intense destruction in Gaza since the start of the intifada.

"Rafah was always a poor place, it is now a devastated place," Mr Hansen said. "The situation is untenable."

Mr Hansen said 760 families had been left destitute, forcing many of them to bed down on the floors of UNRWA-run schools for shelter.

"We cannot not go out and build until we have the money and the land, so we are caught in a squeeze," he said, explaining that the money raised would be used to rehouse families.

Part of the money will also go towards repairing the town's shattered infrastructure - repairing sewage and water pipes, along with power and telephone lines.

Israel says three tunnels were uncovered and destroyed during the operation.
Shouldn't the Israelis be paying this bill?

Must have been some pretty high-priced houses. "Dozens"? "$16 million"?

Gets sorta expensive, sending suiciders against Israelis. Heck, it cost Egypt and Syria whole armies!

Yes, cause that's exactly what happened. Egypt and Syria sent "suiciders" to kill the women and children of Isreal, thus starting the six day war.

Somebody needs a refresher in history.

BTW, if you would have read the rest of the article, you would have noticed this line:

This works out to $21,000 per residence assuming one family lived per residence. Those "houses" could have been multi-unit buildings. From pictures I've seen of the occupation, it looks as though many buildings there are large multi-unit buildings.

As a comparison, if you knocked down even one dozen buildings in a dense residential area in Chicago, you'd likely cause over $20 million in damages. A 3-4 story, 30 unit building would cost you several million to put up.

Anyway, I think this is a pretty petty argument in light of the horrible violence from both sides in this. Interesting how some people can assign blame completely to the Palestinians.

My question would simply be were those tunnels real or a figment of Israels imagination. If they were real then my answer would be --- Tough.

If Palestinians won't police their own to stop terrorism then Israel has to. At least until they finish the wall.

Bigger question why havn't they finished the wall yet?

Relax, Taft. I remember full well how the '67 and '73 wars went...

One of my favorite memories from 1967 is of the televised meetings at the UN. Abba Eban drew himself up to his full 5'-4" and commented to the mass of scowling Arab delegates, "There are three million Jews. There are 200 million Arabs. Is the distinguished delegate from Egypt trying to say we surrounded them?"

Definitely one of the better moments in UN history...
