Not yet.
It will be enabled when they release a patch or an updated version that works with the 3GS.

If you really wanted to use it to customize the homescreen and etc, you could SSH like the old days. It should work.

How was it done back in the day with ssh cuz I'm using diskaid right now to access the 3gs root files

Not sure buddy, it's been ages since I've done that. Without winterboard, you could only theme to an extent manually and it was a pain in the ass if you wanted to change something depending on what it was. Using themes wasn't a big deal for me so I stopped using winterboard half a year ago when I was on the 3G.

The most you would be able to change without WB is the homescreen wallpaper and I think the dock. Changing the icons would involve you manually going into each folder of the program and changing the icon.png. But the program probably will not open since the phone runs a check or something when you try to run a program and realizes the .png might be different. It's very specific. I would wait for a WB update/fix by Saurik.

MANUALLY!!! wow.. Trust me! You wouldn't want to do it.. Imagine having to change it icon manually.. Backgrounds, text bubbles.. Everything... Plus when winterboard does come out.. U would have to manually go back and change it icon back to the stock icon.. And that means u have to also keep a copy of the icon you change.. It's a pain.. It's not worth it!
