I have an external HDD that just failed. It was one of the HDDs that has been regularly backed up with a bigger HDD that backs several HDDs using TimeMachine. I can't seem to see the method for restoring the drive data to a new drive?

The computer is a 2.44 ghz iMac running 10.5.7

So, your backup HD failed and you want data from it, right? There are few apps (can't remember names) that can copy data from broken HD.

Try Disk Utility to fix your drive

One of my drives although external has completely failed. It has been backed up by TimeMachine along with my internal drive. I have no hopes of recovery on the failed drive but want to get to the files that should be on my 2tb TimeMachine drive since it was included in the drives to backup.

Here's a link how to recover from Time Machine:

If that doesn't work, you might try one of a few recovery apps:

Boomerang Data Recovery

Data Rescue

or maybe disk warrior..

If you simply want to collect files from the failed drive backup and don't want to fully restore that volume onto another disk (as indicated in the above linked blog post which is designed to recover a volume fully) there are several tools which accomplish this, here's an example;
