free translator that doesn't require internet access

Can anyone recommend a free translator that doesn't require air time? My Language and Free Translator both do--seems to defeat the purpose if you want to avoid air time charges.

Seconded. When given a choice between an app that is dependent on the internet, and one that isn't, I will usually choose the latter. I like being self-contained, and non-reliant on a data connection.
