I put in a clip into the timeline on Abobe Premier Pro CS4. The red bar appears on the top. So I render it and it starts processing. BUt after it is done rendering the red bar is still their and the clip in the timeline still acts like it's un-rendered.

Any suggestions?

Even though you may press Render - it isn't rendering everything as in "Render All". Sometimes both audio and video need to be rendered, and you may press the command to "Render Video" - which it does, but the audio will be unrendered.

Just make sure your timeline is highlighted and go the Menu Bar, and find a command that says something like "Render All" or "Render Both Audio/Video"
