Audiophile USB not allowed!

Garageband is not letting me use my M-Audio audiophile USB interface for audio input or output. It's recognizing that it's there, but in the menus in preferences it appears grey and un-selectable, with "(not 44.1)" written after it.
Anybody else experiencing this? Any ideas how to fix it?

I have an older M-Audio USB Input Output box and to use garageband I sometimes have to go into the prefrence panel in system prefrences cange a setting then press apply then change the setting back then press apply again.
