Anyone know of a Firewire 800 3.5" drive enclosure that is aluminum and fanless that features a Firewire 800 port? I don't want to pay more than $40.
Also, I'm on the lookout for a device which could hold 2+ drives in JBOD format (allow access to each drive). This also needs to be Firewire 800. I have no exact budget for this.

It's going to be tough to find one for < $40.

The best thing I can think of, is try eBay.
Unfortunately, I still think it's going to be hard to find FW800 for $40USD, let alone aluminum. Fanless actually saves money, and a fan is useless on a single drive enclosure anyway. USB2.0, or even eSATA, is another story. But for the latter, you'd need an eSATA card (preferable to a bracket off the ODD_SATA ports; no Hot Swap this way, if even available).

I don't know why these are so expensive. USB 2.0 enclosures can be had for $10...hell, I got one for free when I bought a 1TB external drive (the whole package was $100). Paying $40 just for an enclosure sucks.
