My daughter's trying to sell her old iPhone through Craigslist and was approached by someone who has a houseguest that is here for the summer and would like to use the phone in Turkey when they leave. Is this possible? Is there a GSM carrier there that they can use?

Yep, most of the world uses GSM almost exclusively. Not sure about the data plan that will give them access to the iPhone apps that need it though.
