Can airtunes work with my standard Airport Extreme Base station?? I have a PB 1.25.

Also, how can I test to see what speeds my AE network can or is running at??

No. Aurtunes requires an Airport Express basestation, if nothing else for the 3.5mm combo jack to attach it to stereo equipment.

The jack is certainly a stumbling point. I expect there is a chip like what is in the iPod to handle music and DRM decoding since AirTunes encrypts the wireless stream.
