TV Out and GUI MODDING

I'm wanting to modify the GUI of the iPhone thats not limited to just the themes of winterboard. I want to change the spring boards orientation and possibly the unlock screen. Where would I start ? And How can I get the iphone to display on a monitor not just through watching video ?

The only way you can change the springboard's orientation is by rotating your icons 90deg and holding it on its side. There is a Matte UI theme on MacThemes, download it from the last pages of its thread, and see how its done.
