Iphone turns on, then off, then on, etc

My sister's old iphone started acting funny and eventually wouldn't turn back on. Applecare is expired on the phone. Today just out of curiosity i took it and plugged it and it started turn on and off. It would come up with the apple and then turn off and do it over and over.

Is there any way to a hard reset? Or is it just toast?

Try a DFU (Device Firmware Upgrade) restore on it.

Tried that a few times. Still does the same thing. Screen comes on, then apple logo appears, then shuts off over and over while it's plugged in. Acts like it's not charging too. Wont do anything unless it's plugged in.

I would try putting the phone into Recovery Mode (http://guides.macrumors.com/Restore_the_iPod_Touch), and then do a restore, if that doesn't work, then go to the Genius Bar (apple.com/retail/geniusbar) anyways and ask for help. They might be understanding. :)
