My email's got weird � through it

I'm on a particular email list where this happens. It does not happen on other lists, only this one politician's web mail service. Any idea what I can do about it?

That's generally because a mix-up of character encoding. It shows that when a character doesn't exist at the index given. Likely it's an issue on the sender side than the receiving side. If your mail client has an option to use another encoding you can see if that helps.
