can anyone tell me why i cant fix permissions?

Started verify/repair permissions on disk0s2 Geezy SSD

have you tried booting from the DVD, and repairing permissions (this makes it run from the root, or system) thus getting to a deeper level of your HD i guess (i dont know the intricacies) to when you are in your user account.

You might have more luck with that :-)

SUID files are ok. They aren't problem. But if you do what MWPULSE said you may ruin some other permissions. Check apple's support page. They say that if you have a serious trouble you should only repair them from your original disc. In any other case,leave them like that.
