Can someone advice on the best trackpad settings?

The problem; If I lift my finger off the trackpad then try to use the trackpad again to move the pointer I have to slide my finger around for a whole second or two before the trackpad senses the contact. As if it were asleep or something. Very frustrating and adds up to a waist of time when working.

Late 2008 MacBook White, OS X 10.5.8

I would get it checked by the Genius Bar, since you are still under warranty. Mine registers contact immediately.

it seems like its a hardware issue, not a settings issue, I would have it checked out.

Have you tried Resetting the SMC?
