Strange note – can anyone read

Does anyone read this language? I think it may be eastern European – maybe Romanian. The part I blacked out is an address on my street. I could just call round but I'd like an idea of what they what before I do!

Even if it is romanian, some of those letters are really weird or written in a cursive like writing, it'd be hard to make sure you are entering the correct letters. 😱
