The State Senate of Massachusetts has passed a bill that would change how the Senate seat of John Kerry would be filled if he wins the November election. It could be pivotable in which party controls the Senate.

BOSTON (AP) If John Kerry is elected president, his seat in the U.S. Senate would be filled by the winner of a special election rather than a successor hand-picked by Republican Gov. Mitt Romney under a bill approved Wednesday by the Massachusetts Senate

It sounds like a much better idea anyway. Who does the Senator represent, his constituency or the Governor?

However, if Kerry had been a republican and the governor a democrat think of the media's reporting on it? Think of the governor speaking on it the despicable republicans changing the law to fit their own agenda.

Who knows? Does it matter if it creates a better system?

There's absolutely a clear Democratic majority... It's just not as clear when you only count people that vote.
