I have a friend who has a jailbroken iPhone. He wants to test my app and I think he'd be a very good tester (he'd use the app all the time).
Can I put my provisioning profile on his jailbroken phone and install the app for testing? Is this even a smart thing to do on a jailbroken phone?

You need to set up an adhoc provisioning profile and include your friends device UDID. He can then install the app using iTunes.

You'll probably get more help by asking these questions on forums dedicated to jailbroken development rather than this forum, which tends to avoid that topic.

This isn't jailbroken development, this is for the Apple Store. I'm asking this because I'm interested in him testing the app and he just won't use a non-jailbroken phone...

Ah, okay. Yeah, ad-hoc distribution is what you want to look into.
